Not automatically. Most civil policies cover the actions of bona fide subcontractors only when properly endorsed. You'll generally need to either ensure your subbies hold their own public liability at equal or greater limit, or have them specifically named under your policy. The principal policy may not respond if the subcontractor's work caused the loss and cover wasn't structured correctly.
